We are still under the great impression created by your humane order. This festive mood came about through your humane order to release national army officer Ramil Safarov who has been extradited to his homeland. By taking this bold step, you have delighted all our people. We know what a challenge it was to have Ramil Safarov, who was sentenced to life imprisonment, extradited. Only a head of the state possessing tremendous international authority could solve this task and you did. At the same time, you have freed our patriotic officer from the remainder of the punishment.
Such a step could have been taken only by such a brave man as you. We are proud to have such a bold and decisive president. I wish you success and good health.
