We express our gratitude, appreciation and love for you for the extradition and pardoning of the worthy son of Azerbaijan Ramil Safarov. By this decision you gave our people boundless joy, great hope on the path of liberation of our occupied lands. We are well aware that this was a very difficult task with a complex solution at an international level. You have once again proved to be the greatest patriot who loves his nation, a great leader. We pray to Allah for the repose of the soul of our great leader Heydar Aliyev, and wish you, his worthy successor, good health, success in your work for the prosperity of our country, further growth of the welfare of the people and on the path of liberation of Karabakh.
